Parking and Traffic Regulations

Effective June 2007

Villanova University welcomes you, the motorist, on campus. The University has limited parking resources and it is not obligated to provide unlimited parking for all vehicles entering campus. It will, however, attempt to provide reasonable parking spaces for properly registered vehicles within the scope of available space. Students, faculty and staff who use vehicles on campus will be responsible for proper registration, use and operation of their vehicles in accordance with these parking and traffic regulations.

In order to provide adequate parking and safe traffic conditions, Villanova University has developed these parking/traffic regulations. The objectives of the regulations are: to define parking areas and provide for their effective and convenient use; to limit all parking to those areas; to provide for the safe and smooth flow of traffic; and to ensure access to all roadways and parking lots by emergency vehicles at all times.

To accomplish these objectives, it is understood that the operation of vehicles on campus by any person and the acceptance of parking privileges is an agreement of all motorists to abide by these rules and regulations. It is also understood that Villanova University is in not liable for personal injury, damage, or loss of property arising from the use of its parking facilities and roadways. The cooperation of all motorists on campus is needed for these regulations to be effective in establishing and ensuring safe driving conditions and orderly parking on Villanova's campus. The University reserves the right to amend these regulations at any time.

1. Enforcement

The enforcement of these regulations is the responsibility of the University Department of Public Safety. These officers may require identification of any person on campus. University Wildcard, current driver's license, and vehicle registration/owner's card must be presented to Public Safety Officers upon request. Refusal to comply may result in the disciplinary action taken within the University.  In addition, the appropriate municipal police department may be called to investigate and take possible trespass action. 

PARKING REGULATIONS ARE IN EFFECT 24 HOURS A DAY, 365 DAYS A YEAR (INCLUDING HOLIDAYS & BREAKS) AND ARE CONSTANTLY ENFORCED.
 

2. Refunds

Refunds shall be issued in accordance with the following guidelines:

No refund will be issued for permits purchased in the Fall semester and not returned by January 15th. Permits purchased during the Spring semester may receive a prorated refund up to February 15th. No refund shall be issued to Summer Session students.

3. Exceptions To Policy

Any exceptions to policy will be addressed to the University Parking Appeals Board.  Individuals should not anticipate the decisions of this Board.  Freshman and sophomore resident students may not bring their vehicles to campus without prior submission of a Parking Request Appeal Form.  Permits will not necessarily be given because of medical reasons, employment or to home on weekends.

4. Applicability

These regulations are applicable to any operator and/or owner of a motor vehicle being operated or parked on campus. A motor vehicle, as defined by these regulations, includes automobiles, motorcycles, mopeds, motor scooters, motorbikes, and any other self-propelled, land-driven vehicles.

 

General Information

1. All motor vehicles parked on University property must be registered with the Department of Public Safety, and MUST display a current University parking permit. This permit does not guarantee a parking space, however, the number of permits sold is limited to increase the probability of finding an authorized parking space.

2. Faculty/Staff who register a vehicle shall be issued a mirror hang tag. These permits shall be displayed from the vehicle's inside rearview mirror. These hang tags may be registered for up to two vehicles, provided they are owned by the same family.

3. Certain individuals shall be issued a sticker which is to be affixed to the back of the inside rear view mirror, so that the permit is visible through the front windshield. Sticker permits may not be taped/tied to the rearview mirror nor displayed on the dashboard. Stickers may be registered to only one vehicle.

4. Expired parking permits (placards, hang tags and stickers) must be removed from vehicles.

4. License plates, parking permits and temporary passes must be visible at all times. They may not be obscured by car covers, inspection stickers or hanging ornaments.

5. A one-day pass must  be obtained whenever a vehicle other than the one currently registered with the Parking Office is brought to campus. Passes are valid until the date and time indicated on the pass. Multi-day temporary permits are available for eligible individuals. A fee may be charged for temporary permits for those who do not already possess a valid permit.

6. Villanova University provides for handicapped parking through the use of approved signage and space marking. Only those individuals who have an authorized placard or state issued handicapped license plate may occupy such spaces. Handicapped or temporarily disabled individuals requiring transportation should notify the Department of Public Safety dispatcher (Ext. 9-6979) 72 hours prior to the desired time of transport.

7. The Department of Public Safety will attempt to park disabled individuals as close to any special event as practical and as space is available. Those requiring special parking should contact the Parking Office at 610-519-6990 to make arrangements.

8. Under no circumstances should an individual park in either of the two SEPTA lots adjacent to the campus. The SEPTA lots are NOT University parking areas. SEPTA tows all unauthorized vehicles.

9. When driving a vehicle other than the one currently registered with the Department of Public Safety, e.g., a replacement vehicle when vehicle repairs are being made, a temporary permit must be obtained from the Parking Office.

 

Regulations

1. It is the policy of Villanova University that NO RESIDENT FRESHMAN OR SOPHOMORE STUDENT IS ELIGIBLE TO HAVE A VEHICLE PARKED ON UNIVERSITY PARKING LOTS/AREAS. Resident freshmen and sophomore students should not bring their vehicle and park in the residential areas surrounding the campus. Sophomore resident students will be accommodated on a space availability basis, provided a Parking Request Appeal Form is submitted to the Parking Office and approved BEFORE the vehicle is brought to campus. Freshman and sophomore students who are granted an exception may have their parking privileges revoked if the individual's vehicle is issued three or more parking citations during the period of time for which the permit is valid. All commuting students and resident juniors and seniors are permitted to purchase a parking permit, provided that they have no unpaid citations.

2. Resident Students -- Eligible students who live on Main Campus may purchase a Main Resident sticker which permits 24 hour parking in the Main Lots ONLY. Eligible South Campus students may purchase a South Resident sticker which permits 24 hour parking on South Campus ONLY. St. Mary's Hall resident students will only be permitted to park in the Main Lots.  Junior and senior students residing in the West Campus apartments are permitted to purchase West Resident parking stickers. The West Resident parking sticker permits parking in the Main Lots. Each West Campus apartment is afforded two hang tags per unit. These hang tags when displayed along with a West Resident parking sticker permits the vehicle to be parked in the West Campus area. These hang tags may only be used by the residents of the apartment to which the permits are issued, unless otherwise approved in writing by the Parking Office. Use by others may result in the issuance of a citation, immobilization, and the loss of parking privileges.

3. All employees and students (full-time and part-time, including graduate assistants) parking on Villanova University property, must purchase a parking permit regardless of work hours, parking locations, or class schedules.  Parking registration is done on-line via NOVASIS.  By doing so, faculty and staff will automatically pay through payroll deduction; students will have the permit price automatically billed to their student accounts.

4. Dining Services employees who work in Donahue Hall may park, during working hours only, on the South Campus with a Main Lot hang tag.

5. By union contract, vehicles owned by maintenance personnel are to be registered with the Parking Office, are issued hang tags for the Pavilion and may park in this area if there is space available.  No privately owned maintenance vehicles are to be used on campus.

6. Parking is permitted only in areas designated for parking use. 

7.  Any vehicle parking or standing so as to obstruct or impede a normal flow of traffic, block an entrance or exit way, loading zone, fire lanes/gates, or in any way presents a safety or traffic hazard, is parking in a space posted as reserved for a University official, or is otherwise parked illegally or in violation of these regulations may be immobilized or removed by towing the vehicle at the owner's/operator's expense. 

8.  Fire zones are denoted by yellow curbing or posted signs.  In addition, parking outside of lines at the end of a row in a parking lot or in any location that would impede access to the area by an emergency vehicle is considered a fire zone violation.

9.  All vehicles are to be operated with extreme caution at no more than 15 miles per hour on University roadways and in parking lots. 

10.  Pedestrians have the right of way at all times. 

11.  Traffic controls such as access gates, stop and speed limit signs, pedestrian right of way lanes, and traffic lane designations are in effect at all times. Any tampering with, tailgating through, or bypassing of access gates will result in loss of parking privileges.  

12.  Vehicles must be parked within the lines of demarcation of parking spaces and must comply with all signage.  The University, having marked all approved spaces, is under no obligation to mark all areas where parking is prohibited.

13.  Only vehicles of resident students may be parked on campus 24 hours a day. Vehicles without a resident permit parked on campus after 2:30 a.m. shall be considered as parking overnight and will be subject to ticketing, immobilization or towing.  Faculty, staff and students who are working past 2:30 a.m. on campus, must notify the Department of Public Safety.  Those making such notification by phone must be able to provide their vehicle information as well as their permit type and number.

14. Faculty/Staff permits may be used only by those persons to whom the permit is registered. Sons or daughters may not use their parent's parking permit to park on campus.

15. Villanova University is private property. Section 3353 of the Vehicle Code of Pennsylvania allows the towing of unauthorized vehicles from private property.  Towing may take place 24 hours a day. Vehicles may be moved to facilitate the removal of snow under the auspices of the Facilities Management Office.

16. When mid-week home basketball games are scheduled, no parking is permitted in the Health Services parking structure. Students who normally park in this structure will be accommodated in the Main lots. 

17. Motorcycles, Mopeds and Motor Scooters - Only those persons eligible to purchase a permit for an automobile may obtain a motorcycle permit. In addition to the lined spaces on the Main lot, vehicles with motorcycles permits may also park:

    A. Field house - near entrance, along iron fence

    B. Law School - left of entrance to Law School Lot

18. Lost or Stolen permits - If a vehicle is sold or involved in an accident which will prevent its return to campus, the permit must be removed and returned to the Parking Office to receive a new permit for a $2.00 replacement fee which will be charged to the permit holder's account through the Bursar's Office. It is the responsibility of the permit holder to safeguard his/her property by keeping the vehicles locked at all times. A lost or stolen permit must be reported, in person, to the Department of Public Safety as soon as possible. Persons doing so must complete a form certifying the permit was lost or stolen. A replacement permit will then be issued by the Parking Office. Persons displaying a lost/stolen permit will be subject to loss of parking privileges. NOTE: Recovering your lost or stolen permit and failing to notify the Department of Public Safety may result in the issuance of a citation. Once a permit is reported lost/stolen, it may not be displayed on any vehicle if found.

19. Students attending Summer Sessions (unless already in possession of a valid permit) will be required to purchase a permit to park in the Main or Spring Mill lots. Permit price will be billed directly to the student's account. These permits will expire at the end of the appropriate session.

20. Fraudulent Registration is defined as the use of deception for unjust advantage. The Department of Public Safety reserves the right to revoke parking privileges under these conditions. Fraudulent registration includes, but is not limited to:

    A. Purchasing a permit in another person's name.

    B. Registering multiple vehicles for the same time period, except as authorized by the Parking Office.

    C. Registering a vehicle which is to be used by and for a person not authorized such registration.

    D. Display or use of a permit on a vehicle other than the one that the permit is registered to.

    E.  Using parking permit of a parent/friend/relative to gain access to campus.

    F. Misrepresentation of one's eligibility for the permit purchase.

    G. Altering the information on a parking permit.

    H. Manufacture and display of a counterfeit permit.

No refunds shall be granted for permits voided due to fraudulent registration.  A person who fraudulently registers a vehicle shall be fined $250.00; offenders may also be immobilized or towed. Students involved in fraudulent registration will also be subject to the Villanova Judicial Process.

21. The use of four-way flashers and notes left on a vehicle will not be honored to permit parking in violation of these regulations.

Accidents on Campus

All accidents involving motor vehicles, bicycles, or pedestrians on University property should be reported to the Department of Public Safety immediately.

Disabled Vehicles

Disabled vehicles should be reported to the Department of Public Safety.  Disabled vehicles deemed to be a hazard must be removed immediately.

Visitors

All visitors utilizing parking facilities are expected to register their vehicles with the Department of Public Safety in Farrell Hall. After normal business hours, this may be done at the North Gate on Ithan Avenue (across from The Pavilion; adjacent to Bartley Hall). Visitor logged in at the North Gate after normal business hours must obtain a One Day Permit from the Parking Office no later than 9:00 a.m. on the next business day. Visitors staying longer than 24 hours, Monday through Friday, must obtain permission and a Temporary Pass from the Parking Office.

Please Note: Vehicles that have been issued multiple citations, paid or unpaid, are subject to being immobilized or towed away at the owner’s/operator’s expense.  The University reserves the right to revoke an individual's parking privileges due to excessive citations.

Traffic Appeals Board

If you receive a citation on your vehicle, you must:

A.  Pay the fine payments either in person or by mail to the Bursar's Office in Kennedy Hall, or

B.  Appeal the citation within five (5) working days.

An appeal form may be obtained from the Parking Office during normal business hours, the Public Safety Dispatcher 24 hours a day, or on the Public Safety web site (Click here for a Parking Citation/Violation Appeal Form). Once completed and returned, the form will be submitted to the Chairperson of the Appeals Board. The Appeals Board, which consists of  representatives of the University faculty, staff and students (one commuting student, one resident student, and one law student), will review the appeal at the next regular meeting of the Board. The Chairperson will notify appellant by mail or email of the decision of the Board. Appeal forms must be submitted at least 24 hours prior to the next scheduled board meeting. Meetings are scheduled every other Friday during the academic school year. Appeals will NOT be accepted regarding the immobilization or towing of vehicles.  The decisions of the Appeals Board are final, as are the decisions made by the Parking Office and the Department of Public Safety regarding immobilization and/or towing.

Immobilization ("Booting") or Towing

Any motor vehicle operated or parked on campus in violation of these regulations may be immobilized or towed away at the owner’s/operator’s expense. Vehicles immobilized pursuant to these regulations will be charged a fee of $100.00 for removal as well as $15.00 per day for each 24 hour period it is left on the vehicle. An individual whose vehicle has been immobilized should not attempt to move it since this may cause damage to the vehicle. Vehicles that have been immobilized may also be removed from campus at the discretion of the Parking Office. Any tampering with an immobilization device will result in loss of parking privileges and the owner/operator will be responsible for any replacement costs as well as removal charge. Vehicles towed pursuant to these regulations will be charged for the cost of the towing and any applicable storage charges by the private towing service.
