Suspicious Mail

Recently there have been reported national cases where the mail stream has been used by individuals to send potential toxic substances and explosive devices. These devices are designed to activate only when the letter or parcel is opened and the contents are being removed. There are also increasingly frequent incidents of packages purposefully made to look hazardous, delivered to target organization's as a hoax, or to gain media exposure by special interests.

The Villanova University Public Safety Department would like to provide the following information to community members to assist in managing the potential risks associated with these types of mailings. Although the likelihood of you ever receiving one of these devices is remote, it is essential to understand how to identify suspicious mail and know the necessary precautions. It is important to remember that these materials can be enclosed in either an envelope or a parcel, and the outward appearance may not easily identify the contents.

Letters, Suspicious mail indicators for letters include:
            Restrictive markings such as "confidential" or "personal"
            Mailed from a foreign country
            Excessive postage
            Misspelled words
            Addressed to a title only or Incorrect title
            Rigid or bulky
            Badly typed or written

Packages, Suspicious mail indicators for packages include:
            Fictitious, unfamiliar, or no return address
            Strange Odor
            Wrong title with name
            Package is lopsided or uneven
            Protruding wires
            Package has oily stains on wrapping
            Excessive tape or string

What to do with Suspicious Mailings?
If you are suspicious of an item:
            DO NOT OPEN IT!
            Isolate the letter or package in a closet, empty closed office, etc.
            Do not shake or bump the item.
            Do not continue to handle the letter or package.
            Notify the Department of Public Safety who will coordinate response with the proper authorities.
            Emergency: 4444 from on campus or 610-519-4444
